AdminOP is for Team Fortress Classic ONLY! It will NOT work with any other Half-Life mods!!
I have made a full install zip for the lastest AdminOP 3.0 beta.
Many people have had many different problems with installing AdminOP.
This zip includes ALL needed AdminOP files. You do NOT have to have AdminOP installed before this. You can find the install here:

PLEASE, PLEASE read the readme file included in this zip first!
This zip has every file already fully setup. There are NO files to edit to get AdminOP working (this doesnt mean you will automatically be admin, you will still have to edit the admins) on your server if you use this zip, as long as you unzip it to the right place! Again, I say, there are NO files that you should have to edit or change to get AdminOP working on your server. If AdminOP does still not work after unzipping this zip, you have unzipped it to the wrong place! Please read the readme file in the zip for where you need to unzip the files.
The ONLY file you should edit after you see that AdminOP IS working on your server, is the DF_admins.txt in addons\AdminOP\ . You will need to edit this file and add yourself as an admin on the server.
I will not be making a zip like this for a version without Metamod, even though AdminOP can work without Metamod it is best to have it and it also makes it easier on alot of other things (such as adding more mods later).
For advanced users:
This zip includes an edited liblist.gam and Metamod plugins.ini file already setup for AdminOP. If you already have bots or other mods on your server, this WILL most likely overwrite the setup for the other mods. If the other mods are Metamod plugins, this wont be a problem as you can easily add them later in the plugins.ini file.

UPDATE:
You may need to add the following to DF_admins.txt (to let yourself be an admin if your using AdminOP on a listen server) instead of your normal Steam ID.
STEAM_ID_PENDING - For a Internet Listen Server
STEAM_ID_LAN - For a LAN Listen Server
EXAMPLE DF_admins.txt

//Replace authid with the admin's authid
//Replace adminpassword with the password you want to give that admin
//Replace access with the admin's access level (highest is 131071)
//The new admin will have to type this in the console and add it to autoexec.cfg to make him admin:
//setinfo "DF_password" "adminpassword"
//They will need to replace adminpassword with the password you gave him in this file.

If you are running a dedicated server you will need to find out your STEAM ID. To do this you will need to start the server and enter the game. Once in the game say this in chat: whois <yourname> Replace <yourname> with your in game name and it will tell you your STEAM ID and some other info. You will need to take the STEAM ID you get from here and put it in your DF_admins.txt following the format the file tells you to.

if your looking to get your admin on a listenserver/dedicated server/and lan your gonna have to add STEAM_ID_######... not just "1468975" so change "1468975" to your real steam id.. for instance my df_admins contains this line (cuz i run a dedicated):
STEAM_0:0:145150;mypassword;131071 |

...will make sure admin works for you or that player |

Like everyone else is saying, learn to read  .
It is clearly stated in the first few posts exactly how to do it. In order to find your steamid just go into a server and type status in the console then copy your id down, examples of how the steamid looks are in an earlier post here. |

i read it carefully and im confused... my df_admins doesnt look anything like that... all i have in mine is...
STEAM_0:0:3657802;rage;131071
and thats it...
when i try to start my server it says that it cant find the DLL API from the Entmod_MM.dll... WHAT DOES THAT MEAN... i have tryed everything
